David Kemp

MD, DRK Planning Limited


David Kemp is MD of DRK Planning Limited, a multi-disciplinary Town and Country planning consultancy providing a consultancy service principally to investors and developers.

With over 20 years’ experience as a planning consultant, surveyor and lawyer, his expertise emanates from a vast background obtained as a chartered surveyor in private practice (working in valuations and agency, before specialising in planning and property development) and, after being Called to the Bar in 2004, he worked in the legal departments of several London planning authorities, including the City of Westminster and the London Borough of Islington, before being admitted as a solicitor in 2006. 

Through his practice, David has since successfully represented clients in advising on the legal, policy and procedural aspects of the planning regime.

David has advised on several high-profile developments and regeneration projects as both a planning consultant and as a lawyer, including controversial schemes such as Crossrail and the new UK Supreme Court Building, as well as the Chelsea Barracks development and securing permission for Vivienne Westwood’s new offices by the Thames.  As well as working with more established clients, David has established a strong reputation for advising SME developers on new build and permitted development proposals.

He has had articles published on reforms to the Town and Country Planning regime and has regularly addressed property-related conferences.  He is a monthly contributor to Property Investor News and is often in demand to speak on planning-related matters and address property mentorship groups.
